Orbaz Bloodbane at the Scarlet Tavern in New Avalon has ordered you to steal the New Avalon Patrol Schedule from the Scarlet Hold.
Description
We haven't got a damned clue about when or where this courier is supposed to show up. None of these humans had an answer either.
<Orbaz points to the Scarlet corpses strewn across the floor.>
I did manage to beat something useful out of the last one. Inside Scarlet Hold they keep a schedule of all patrol routes. I want you to break into the hold and steal the schedule.
The hold is the largest building in New Avalon - northeast of here.

These worthless cretins have been busy! Northern patrol routes, southern patrol routes, western patrol routes, eastern patrol routes, but nothing about their couriers' routes. Wait a minute. What's this? It looks like a western patrol route, coming out of Western Plaguelands? This patrol will path through here today! I'm going to need time to plan.
Reward
Exit the Scarlet Tavern and head east away from the orchard toward the Scarlet Hold, the large castle-like building at the top of the hill on the eastern side of New Avalon.
Enter the hold and take a right, then a left, then another left. You should be near the stairs leading up to the towers at this point. Take them up and make a right at the top. Head through the doorway at the end of this little balcony area and then take a left and head upward. A doorway on your left should then lead into the main upper chamber of the Hold, where you will find a few NPCs. Dispatch them and loot the Patrol Schedule item from the large table on the raised dais on the far side of the room.
Return to Orbaz Bloodbane at the Scarlet Tavern, near the orchard to the far south of New Avalon, to complete the quest.
NOTE: You can do this quest along with Brothers In Death to save yourself a trip back to the Hold.
