Unless stated otherwise, crafting a gem requires just 1 of the raw gem for which they are named and no other reagents besides the Simple Grinder tool. Crafting other items requires a Jeweler's Kit.
Gem Perfection is a new Jewelcrafter ability gained via the "Gem Perfection" quests in Northrend. The Alliance version of this quest can be taken from either Ounhulo in Valgarde (Howling Fjord) or Alestros in Valiance Keep (Borean Tundra). The Horde version is from either Carter Tiffens in Vengeance Landing (Howling Fjord) or Geba'li in Warsong Hold (Borean Tundra).
