Range = 20 Yards
At 20 yards let’s say that our cone has a width of 5 yards.
With our relitavely small width of 5 yards our total area covered is 50 yards.
Now what happens if you pull aggro... Mob runs at you...
Range now = 1 yard… Width = 50 yards
If there is another pack of mobs in the room you likely just pulled them…
Even with a 99% success rate this spell would not be worth using… With the abundance of AoE options in the raid today, padding one person’s DPS is simply not worth risking a wipe… Ever!

Personally the spell just looks cool. Part of the whole reason I re-rolled a shaman was to play a casting/healing class with style. Elemental shamans eat lightning and crap thunder. Any additional spell added to the Shaman needs to take into account proper range.
Here's an exercise: Take a look at the following damage dealing spells available to Elemental Shaman. Can you guess where Blizzard wants you to stand? (Hint: The answer is not 20 yards)
Shocks 35 Yard
Lightning Bolt 36 Yards
Chain Lightning 36 Yards
Lava Burst 36 Yards
Thunderstorm 0 Yards from mob for best benifit
Totems 0 Yards from mob for best benifit
